NOTICE OF PUBLIC HEARING

Notice is hereby given that a public hearing has been scheduled for Monday December 2, 2024 at 7:00 p.m. in the Charles Town City Hall, 101 E. Washington Street, Charles Town, WV by the Charles Town City Council on the following matters:

ZMA2024-03: Mark Roper is seeking to rezone approximately .81 acres of land from Old Town Residential to Planned Unit Development in order to build one single family detached home and nine townhome unit. The properties being rezoned are located between W. Academy Street and Ann Street, and are identified as Tax District 3/Map 4/Parcels 101, 102, 103, 105, 106. The 2040 Comprehensive Plan Future Land Use Map calls for these properties to be Old Town Residential.

ZMA2024-04: Request by Elm Street Communities Inc., to rezone approximately 180 acres of land from Urban Reserve to Neighborhood Residential. The properties are identified as 632 Vinton Lane (Tax District 3, Map 12, Parcel 218) and the larger surrounding tract of Tax District 3, Map 12, Parcel 217. PART 7 BUSINESS REGULATION AND TAXATION CODE, CHAPTER 3 TAXES AND SERVICE CHARGES, ARTICLE 741 MUNICIPAL LICENSE TAX, SECTION 741.99 PENALTY 

The City of Charles Town will hold a public hearing on Monday, November 18, 2024, at 7:00 pm, prevailing time, to consider an amendment to the Codified Ordinance with Regard to Part 7 Business Regulation and Taxation Code, Chapter 3 Taxes and Service Charges, Article 741 Municipal License Tax, Section 741.99 Penalty.  The proposed ordinance, which was introduced to City Council by first reading on October 21, 2024, may be inspected by the public at the Office of the City Clerk by visiting City Hall at 101 E. Washington Street, Charles Town, WV or by emailing the City Clerk at jnissel@charlestownwv.us and requesting an electronic copy.

Application for Review, Reconciliation and Establishment of new ELG Surcharge Rates Effective January 1, 2025.

NOTICE OF FILING AND HEARING

On August 2, 2024, Monongahela Power Company and The Potomac Edison Company filed an application for review and approval of new Effluent Limitation Guideline (ELG) Surcharge reconciliation and true-up to establish a new surcharge rate for the Companies effective January 1, 2025. The review period for this proceeding is through June 30, 2024, and the new rate period is calendar year 2025.

The total proposed ELG rates represent an approximate one-tenth of one percent increase in total rates. The impact to a residential customer using 1,000 kilowatts per month is a $0.12 increase in the monthly bill raising  it from $137.58 to $137.70.

The Commission will conduct an evidentiary hearing at 9:30 a.m. on December 5, 2024, in the Howard M. Cunningham Hearing Room, Public Service Commission, 201 Brooks Street, Charleston, WV. Interested persons should monitor the Commission’s web docket and website because the evidentiary hearing may be cancelled for good cause.

Anyone desiring to intervene should  file  a  written  petition  to  intervene by October   30,  2024.   Failure   to  intervene   timely   can   affect   your   right to participate  in  the  proceeding.  Requests   to  intervene  must  comply  with the Commission’s rules on  intervention.  Anyone  desiring  to  file  public comment regarding the proposed new rates may  file  such  comment  at  any time during this case. The purpose of the public hearing is to accept public comments to Ordinance 2024-361 Amending and Reenacting Ranson City Code Chapter 2 Article II.  Documents are available during regular office hours of 8:00 am – 4:00 pm weekdays, excluding holidays at City Hall. All persons are invited to attend and make comments about the proposal.  

If you cannot attend but wish to comment, you may use the mailing process, and it must be received at the following address prior to November 19, 2024: City of Ranson, Attn: City Clerk, 312 S. Mildred Street, Ranson, WV 25438 or emailing at cityclerk@ransonwv.us Written Comments received prior to November 19, 2024, will be provided to the Ranson City Council and inserted into the official record.
